Decisions can live anywhere in Basecamp

Decisions can now be raised as to-dos or steps on any project, list, or card, with each one a native Basecamp subtask that completes as it is answered. Cards assigned to the agent count as requests, per-project allow lists control who gets through, and blocked senders get one short automatic reply. Times now show in the owner’s local time, and Markdown in replies renders as Basecamp rich text.
