Signed-out quota checks stay out of the browser

Signed-out Antigravity quota probes now run with browser openers denied, so checking quota cannot launch repeated sign-in tabs. Authenticated command-line launchers still resolve their runtimes and return quota data normally.
Why it matters
A read-only status check should not interrupt the person—or agent—running it with an interactive authentication flow. The change keeps quota inspection quiet while preserving the authenticated path.
